What does Goa's law call a homestay, a B&B, a villa and an apartment?
Goa puts all four in one bucket: Category D, "Other Accommodation / Homestay / Bed and Breakfast", under the Goa Registration of Tourist Trade Rules, 1985. The Tourism Department's printed Rules describe Category D as "Rented/serviced apartments, Bungalows, Homestays etc meant for Tourists", with a minimum of 1 and a maximum of 6 lettable rooms. Every one of them has to register with the Department of Tourism before it takes guests.
Inside Category D, the difference is who lives on the premises:
- Homestay. The owner lives in the same house with family and lets out rooms. The Rules say 1 to 6 rooms and 12 beds. The Tourism Department's homestay policy page says 2 to 6 rooms for its own eligibility rules.
- Bed and breakfast (B&B). The owner does not live there. An agent or operator named by the owner lives on the premises and looks after guests. Same room limits as a homestay.
- Other accommodation. Rented or serviced apartments and bungalows let to tourists. Goa's law has no separate "villa" class; a whole house let to tourists falls here as a bungalow.
The registration fee shows the split. The Rules charge ₹4,000 a year for other accommodation and ₹1,000 for a homestay or B&B in the Gold or Silver class. Homestays and B&Bs are graded Gold or Silver against a checklist; Gold makes things like internet, a refrigerator in the room and a security guard mandatory, where Silver lists them as desirable.
The booking sites use their own labels. Booking.com lists 433 homestays and 431 B&Bs in Goa, and some properties, such as Nelis Guest House in Bogmalo, appear on both lists. A site's label tells you nothing about the Goa category. The registration number does. Our guide to Goa homestay registration covers the process from the owner's side.
How do homestays, B&Bs, apartments and villas compare?
The biggest difference is what you share. A homestay shares the house with the owner's family; a villa shares nothing.
| Stay type | Goa category | Who lives on site | What is yours alone | Kitchen | Pool |
|---|---|---|---|---|---|
| Homestay | Category D, homestay (Gold or Silver) | The owner and family | Your room; the checklist makes an attached bathroom mandatory for Gold and desirable for Silver | The family kitchen; breakfast served in a dining area is mandatory | Not in the checklist; ask |
| B&B | Category D, B&B (Gold or Silver) | An agent or operator named by the owner | Your room | Breakfast served; B&Bs need a Food and Drug Administration licence | Ask |
| Apartment | Category D, other accommodation (rented or serviced apartment) | Not required by the Rules; you share the building with residents | The flat | Check the listing for gas or induction and utensils | Ask whether it is the building's shared pool |
| Villa | Category D, other accommodation (bungalow) | Often a caretaker; StayVista and Lohono both describe caretakers on their Goa villas | The whole house and garden | Your own; Lohono says most of its villas offer chef services | Lohono says each of its villas has a private pool; confirm it on any other listing |
What does each type cost per night in Goa?
Booking.com's average homestay costs about a tenth of its average villa, but a villa sleeps the whole group. Every figure below is from the platform's or operator's own page, checked on 7 November 2026. Booking.com's averages are for that weekend; Airbnb's are its own monthly averages for each region.
| Stay type | Booking.com average, weekend of 7 Nov 2026 | Airbnb monthly average, low to high | Other published prices |
|---|---|---|---|
| Homestay | ₹3,893 a night (433 listed) | No homestay table on Airbnb | Homestays of India Goa room tariffs ₹1,900 to ₹10,800 |
| B&B | ₹5,736 a night (431 listed) | No B&B table on Airbnb | |
| Apartment | ₹6,728 a night (1,096 listed) | North Goa ₹2,443 (Jun, Jul) to ₹4,417 (Dec). South Goa ₹2,349 (Jun, Jul) to ₹3,947 (Dec) | |
| Villa | ₹36,030 a night (892 listed) | North Goa ₹14,096 (Jul) to ₹18,701 (Dec). South Goa ₹6,766 (Jun, Jul) to ₹11,747 (Dec) | StayVista: from about ₹12,000 to ₹1,50,000. Lohono first page: ₹20,400 to ₹1,30,000 excluding taxes |
| Hotel, for comparison | 3-star ₹6,581; 4-star ₹10,843; 5-star ₹35,559 |
Compare per person, not per night. Green Sphere Homestay in Pernem, on Homestays of India, lists a classic room at ₹1,900 plus ₹600 for an extra person, so two people pay ₹950 each. Lohono's Colina Villa A in Assagao sleeps up to 8 in 3 bedrooms at ₹20,400 a night excluding taxes, ₹24,072 with them. Split eight ways, that is ₹3,009 each, for a private pool and the whole house. Our Goa villa price guide breaks villa rates down by bedroom count and season.
One trap sits in the middle. Some villas sell room by room. Lohono's Courtyard Villa in Moira lists a Luxury Room for 3 at ₹5,000 and a Suite for 6 at ₹10,000. That is a villa room, not a whole villa, so check the listing says "entire" before you compare prices.
Which stay type suits couples, families, groups and long stays?
Couples and solo travellers do best in a homestay or B&B; groups of six or more do best in a villa; long stays suit an apartment.
- Couples. A homestay gives you a host who knows the village, breakfast in the house and the lowest price per night in the table above. Goa's homestay policy offers its cash incentives only to homestays in hinterland talukas such as Sattari, Sanguem, Ponda, Quepem and Canacona, so look inland as well as on the coast.
- Families with young children. A 2-bedroom apartment or a small villa keeps a kitchen to hand for children's meals. In a homestay, ask about the family room and whether the host cooks lunch and dinner. Green Sphere's listing, for example, says lunch and dinner are made on prior notice.
- Groups of six or more. A homestay tops out at 6 rooms and 12 beds under the Rules, and you would share it with the host family. A villa gives the group one house, one pool and one set of rules. See our villas for groups of 10 or more.
- Long stays. An apartment is the cheapest way to have your own kitchen and washing machine for weeks. Airbnb's Goa apartment page has a separate weekly rentals section.
- Remote workers. Wi-Fi is close to universal on flats: Airbnb says 4,090 of its 4,200 North Goa flat rentals include it. In a homestay, internet is mandatory only in the Gold class, so ask for a speed test before you book a Silver one.
Region matters as much as type. North Goa has far more of everything on Airbnb: 4,200 flat rentals against 2,570 in South Goa. Our North Goa vs South Goa guide compares the two.
What should you check before booking a homestay or B&B?
Check the registration number first. Goa's homestay policy requires every registered homestay and B&B to display the signed registration and classification certificate on a notice board, with check-in and check-out times, the dining closing time and house prohibitions such as smoking, drinking and loud music.
- Registration number and class. Ask whether it is Gold or Silver. The class sets what is mandatory: in a Silver homestay, an attached bathroom and air-conditioning are desirable, not required, and hot water can be limited to set times or on demand.
- Who lives there. A homestay means the owner's family. A B&B means a caretaker or operator. Ask which one you will meet.
- Shared spaces. Ask what is shared: lounge, dining area, garden, parking. The checklist makes a lounge or lobby seating mandatory only in the Gold class.
- Food. Breakfast is mandatory under the checklist. Ask whether lunch and dinner are cooked and whether the kitchen is open to guests.
- House rules and ID. Registered units must keep a register with a photo ID for every guest and file C-forms for foreign guests. Carry ID for everyone.
What should you check before booking an apartment?
Check that the building allows tourist rentals. Goa's homestay policy will not register a homestay or B&B in a cooperative housing society or gated complex without an NOC from the society's board or committee. Airbnb's Goa help page says a Tourism Department order of 13 January 2026 added a housing society or residents' association NOC, where it applies, to the documents for registration and renewal.
The rule exists because of complaints. In July 2025, The Goan reported Tourism Minister Rohan Khaunte telling the Assembly that many second-home owners rent flats to tourists without registration, after Calangute MLA Michael Lobo described tourists parking anywhere and playing loud music in housing complexes. The minister asked residents to report illegal rentals on the tourism helpline, 1364.
- Ask for the Tourism Department registration number and the society NOC.
- Ask for the building's rules on guests, parking, music and pool hours.
- Confirm whether the pool is the building's shared pool, and its timings.
- Confirm the kitchen has gas or induction, a refrigerator and utensils.
What should you check before booking a villa?
Check that you are booking the whole house. Lohono's Goa page describes a villa as exclusive access to the entire property, pool and garden included, yet its own Courtyard Villa also sells single rooms. Then run the same checks as any direct booking:
- The Tourism Department registration number; on Airbnb, Goa hosts in Category D must show it on the listing.
- Bedrooms against beds: how many guests sleep on real beds and how many on mattresses.
- Whether the pool is private, and its rules for children and for night use.
- Who is on site: a caretaker, a cook, or nobody after check-in.
- The cancellation terms and the security deposit, in writing.
