Goa's Best Kept Secrets

How to book a villa in Goa directly, and safely

Updated 7 November 2026

Before you pay, check the operator is real: verify its Goa Tourism certificate number on the Goa Online Verify Certificate page and its GSTIN on the GST portal. Get the address, price and house rules in writing. Pay a part advance through a payment gateway, never the full amount by bank transfer to a personal account.

How does booking a Goa villa directly differ from booking on an OTA?

When you book directly, you deal with the owner or the operator that runs the villa, and you pay them. When you book on an online travel agency (OTA) such as Airbnb or Booking.com, the platform sits in the middle: it takes the payment, applies its own fees and rules, and handles complaints.

Neither route is safe by default. The largest Goa villa fraud case in recent years ran through an OTA: North Goa police said in January 2025 that a gang listed non-existent villas on platforms such as Booking.com and collected advances of Rs 10,000 to Rs 20,000 per booking. A direct booking with an operator you have checked is often the cleaner deal. A direct booking with someone you found through an Instagram ad and never verified is the riskiest of all.

Large operators such as Lohono Stays and StayVista sit in between: they run their own booking sites with card payment. Lohono's Goa page tells guests they can book directly on its site and confirm with a secure payment.

How do I check that a Goa villa owner or operator is real?

Ask for three numbers and check each one yourself. A real operator will share them without fuss.

  1. Goa Tourism registration. Goa's Department of Tourism says every entity or individual providing a tourism service in Goa must register with it under the Goa, Daman and Diu Registration of Tourist Trade Act, 1982. The Act defines a "hotel" as any premises where lodging is provided for money. Operators apply on the Goa Online portal, where the listed documents include a fire NOC, house tax receipt, housing society NOC for villas in a complex, public liability insurance and GST registration if applicable. Ask for the certificate number. The Goa Online Verify Certificate page lets anyone validate a certificate issued through the portal: choose Tourism as the department, pick the service, and enter the certificate number.
  2. GSTIN. If the operator charges GST, the invoice must show a GSTIN. Enter it on the GST portal's Search Taxpayer page and check that the legal name matches the person or company you are paying.
  3. The exact address. Get the full address and a map pin before you pay. Match it against the photos using street view or a video call walk-through. The January 2025 gang used property photos sourced from YouTube or from outside Goa, police said.

Then look for the operator in more than one place: a website with a physical address, reviews on more than one platform, and a phone number that answers. One social media page and a WhatsApp number is not enough.

What are the red flags of a Goa villa scam?

The biggest red flag is pressure to pay now at a price that looks too good. In the January 2025 case, police said victims were told the property might not be available if they did not pay immediately, and the offers promised luxury at discounted prices.

How should I pay for a Goa villa safely?

Pay a part advance through a payment gateway or card, to a business whose name matches its registration, and pay the balance closer to the stay. Do not pay the full amount by bank transfer to a personal account before you have verified the operator.

Some Goa operators do ask for more at peak dates. One villa agency's listing says it takes one night as an advance by bank transfer and may ask for up to 100% for peak dates. If you are asked for full payment, the checks above matter more, not less.

Ask for an invoice. Goa's Registration of Tourist Trade Act requires every hotel-keeper to give detailed bills and receipts for all payments. A GST invoice also shows you the tax rate, which depends on the nightly price.

Value of one unit of accommodation per dayGST rateSource
Up to Rs 7,5005% without input tax creditGST Council, 56th meeting, from 22 September 2025
Above Rs 7,50018%GST services rate schedule, heading 9963

A whole villa booked as one unit at more than Rs 7,500 a night falls in the 18% band. Lohono's listing shows this in practice: a villa at ₹23,400 a night excluding taxes shows a total of ₹27,612, which is 18% more. The GST Council recommended input tax credit changes for hotels in October 2026, but the guest-facing rates above did not change.

What should the booking confirmation state?

The confirmation should state everything you would argue about later. If it is not written down, assume it is not included.

Cancellation terms vary a lot, so read them before paying. Lohono's Villa Supan page, for example, refunds 100% for cancellations more than 12 days before check-in, 50% at 6 to 12 days, and nothing under 6 days. An ELIVAAS villa we checked for 30 December 2026 to 1 January 2027 stated no refunds or cancellations once booked. Our own terms are on the cancellations and refunds page and the terms page.

What ID do Goa villas ask for, and what is Form C?

Expect to show photo ID for every adult at check-in. Goa's homestay and B&B policy, for example, requires a registration book and a copy of valid photo ID for every tourist.

Foreign nationals, including OCI cardholders, are reported to the immigration authorities through Form C. The Government of Goa said on 10 December 2025 that hoteliers, guest house operators and private house owners must upload Form C details within 24 hours of a foreign guest's arrival, under the Immigration and Foreigners Act, 2025, which came into force on 1 September 2025. Not filing is a contravention of Section 8 of the Act and Rule 17 of the 2025 Rules, with a penalty of Rs 50,000 in each case. Foreign guests should carry their passport and visa and expect the villa to ask for them.

How do security deposits work at Goa villas?

Most villas take a refundable security deposit, and the amount varies by villa and by what you plan to do there. Two examples from listings checked on 7 November 2026:

ListingDeposit stated
Hansa Villa, Arpora (4 bedrooms), via Goa VillaRs 20,000, refundable, paid on arrival
9-bedroom villa, Calangute, via ClickstayINR 40,000 for noise violations if you host an outdoor event, plus prior government approvals

Before you pay a deposit, ask how it is held, what it can be deducted for, and how many days after check-out it comes back. Take a dated video of the villa at check-in.

What do I do if something goes wrong?

If you have been cheated out of money, report it the same day: speed matters for freezing funds. In the 2025 case, police froze most of the 15 accounts the gang used.

Questions people ask

How do I book a villa?

Pick dates and a guest count, then ask the operator for the full quote in writing: nightly rate, GST, deposit, extra-guest charges and the cancellation policy. Check the Goa Tourism certificate and GSTIN, pay a part advance through a payment gateway, and keep the confirmation and invoice.

What is the best website to book villas in Goa?

There is no single best one. OTAs such as Airbnb and Booking.com give you a platform to complain to. Large operators such as Lohono and StayVista run their own sites. A direct booking with a verified owner skips platform fees. Check the operator, not the website.

Is it safe to book a villa in Goa online?

Yes, if you verify first. In January 2025 North Goa police arrested four people who used fake listings, including on Booking.com, to take advances from more than 500 tourists. Check registration, never pay in full to a personal account, and be wary of urgent discount offers.

Does a villa in Goa need to be registered with Goa Tourism?

Yes. Goa's Department of Tourism says that under the Goa, Daman and Diu Registration of Tourist Trade Act, 1982 everyone providing a tourism service must register with it. The Act defines a hotel as any premises where lodging is provided for money, which covers a rented villa.

Do foreign guests need to fill Form C at a Goa villa?

Yes. The Goa government said in December 2025 that hotels, guest houses and private house owners must upload Form C details of foreign guests within 24 hours of arrival under the Immigration and Foreigners Act, 2025. The penalty for not filing is Rs 50,000 in each case.

Who do I call if I am cheated on a Goa villa booking?

Call the national cyber crime helpline 1930 or file at cybercrime.gov.in as fast as you can. Goa Police has a Cyber Crime Police Station (picyber@goapolice.gov.in). The Goa Tourism helpline is 1364 and the National Consumer Helpline is 1915.

Is GST charged on a villa booking in Goa?

Yes, by a GST-registered operator. GST on hotel accommodation is 5% without input tax credit when a unit costs up to Rs 7,500 a day, and 18% above Rs 7,500. Most whole villas cost more than Rs 7,500 a night, so expect 18%.
