Goa's Best Kept Secrets

Is your Goa homestay, villa or rental flat registered? How to check

Updated 7 November 2026

It is legal when the host has registered it. Goa's Registration of Tourist Trade Act, 1982 treats any premises let to tourists for money as a hotel, across the whole state. Homestays, B&Bs and rented flats or villas of up to six rooms register in Category D. Ask for the certificate number and verify it before you pay.

Is it legal to rent a homestay, villa or flat in Goa as a tourist?

Yes, when the host has registered it with Goa's Department of Tourism. The Goa Registration of Tourist Trade Act, 1982 defines a "hotel" as any premises or part of premises where lodging is provided for money. Section 7 says every person who intends to operate a hotel in a tourist area must apply for registration before operating it, and a 1985 notification declared the whole of Goa a tourist area. So a spare room, a homestay, a rented flat and a whole villa all fall under the same law.

The duty sits with the host. For you, the useful step is to ask for the registration number and check it, the same check our guide to booking a Goa villa directly and safely puts first.

Which kinds of Goa stay must register, and under what?

All of them do; what changes is the category. The 1985 Rules, as amended in March 2021, added Category "D" for other accommodation, homestays and B&Bs. Hotels and guest houses register in Categories A, B or C.

The live Homestay Policy page on goatourism.gov.in still says a homestay or B&B needs at least two lettable rooms. The 2021 Rules, the 2025 Scheme and Airbnb's Goa host page all say one. We follow the Rules and the Scheme.

How do I check that a Goa stay is registered?

Ask for the Department of Tourism certificate number before you pay, then check it yourself.

  1. On Airbnb, look at the listing. Airbnb's Goa host page says Category D hosts must show the registration certificate number in a dedicated field on the listing, and that the authority can direct Airbnb to remove a listing that does not.
  2. Anywhere else, ask for the number in writing. A registered host has a certificate issued by the Department. Goa Online, the state portal, has a Verify Certificate page that validates certificates and NOCs issued through the portal.
  3. Check the name and the dates. The name on the certificate should match the person or company you are paying. Under the Rules a certificate is valid for one to five years, so check it covers your stay.
  4. Look for the notice board on arrival. The 2025 Scheme requires a registered homestay or B&B to display its signed certificate, check-in and check-out times and house prohibitions such as loud music.

Rule 3C, added to the 1985 Rules in March 2021, also says an online platform shall not list a hotel that is not registered, and must display the registration details of the stays it lists. Our guide to booking direct, on Airbnb or through an operator covers what each channel adds on top.

What happens to a Goa rental that is not registered?

The operator can be fined up to ₹1,00,000 under Section 22 of the Act. As that section is quoted in a Bill tabled in August 2026, a host who does not pay within 30 days owes penal interest of ₹100 a day for 30 days, then ₹200 a day for 15 days. After that the fine is recovered as arrears of land revenue, the premises can be sealed, and water and electricity cut off within four days.

The state has used that threat in public. A Government of Goa advisory dated 7 September 2023 said homestays, guest houses and other trades operating without registration had until 15 September 2023 to register, failing which they would be penalised and could lose their electricity and water connections.

What has Goa said about rentals in 2025 and 2026?

The message has been the same each time: register, or be listed nowhere.

Bill No. 59 of 2026, dated 31 August 2026, proposes to raise the penal interest under Section 22 to ₹500 a day for 30 days, then ₹1,000 a day. It comes into force only when the government notifies it. We could not confirm from a source we read in full whether it has passed or been notified, and we found no notice of a further extension past 31 October 2026.

What ID will a Goa homestay or villa ask for at check-in?

Expect to show photo ID for every guest. The 2025 Scheme requires a registered homestay or B&B to keep a registration book with a copy of valid photo ID for every tourist, and the Rules require every hotel-keeper to keep a tourist register in Form XI. Airbnb's Goa page adds that hosts must send the Department guest statistics in Form XI every month, by the 5th.

Foreign guests also go on Form C. A Government of Goa release of 10 December 2025 said hoteliers, guest house operators and private house owners must upload Form C within 24 hours of a foreign guest's arrival, under the Immigration and Foreigners Act, 2025. Not filing carries a penalty of ₹50,000 in each case. Private house owners can activate a Form C login by OTP without visiting the FRRO. Foreign guests should carry a passport and visa.

What does an owner need to register a homestay, B&B or villa in Goa?

An application in Form XXIII, filed on Goa Online or at the registration desk in Paryatan Bhavan, Patto, Panaji. Goa Online's service page lists these documents:

The Rules as amended in 2021 set the annual fee at ₹1,000 for a Gold or Silver homestay or B&B and ₹4,000 for other accommodation. Airbnb says processing takes 90 days, and that hosts should add the acknowledgement number to the listing while they wait. The Homestay Policy also requires a trade licence from the panchayat or municipality.

What does the homestay scheme offer, and where do sources disagree?

The 2025 Scheme gives eligible homestays a one-time grant of ₹2,00,000, but only in Sattari, Dharbandora, Sanguem, Bicholim, Ponda, Quepem and Canacona. It also pays 50% of travel and stay costs for one domestic trade show a year, up to ₹50,000. The MSME portal adds that the owner must be Goan by birth or 15 years' residence.

Questions people ask

Am I breaking the law if I stay in an unregistered Goa rental?

The Act we read puts the duty to register, and the fine, on the person who operates the stay, not on the guest. The practical risk for a guest is a host with no certificate to check, and a listing the Department of Tourism can direct a platform to remove.

Can a Goa homestay have more than six rooms?

Not as a Category D homestay or B&B. Goa's 1985 Rules, as amended in 2021, and the 2025 Homestay and B&B Scheme both set one to six lettable rooms, with a 12-bed limit for homestays and B&Bs. A larger property registers in another category.

What is the difference between a homestay and a B&B in Goa?

In a homestay the owner and family live in the same house. In a B&B the owner does not live there, but a designated agent or operator lives on the premises to look after guests. Both register in Category D under the Goa Rules.

How much does it cost to register a homestay in Goa?

The Rules as amended in March 2021 set an annual fee of ₹1,000 for a homestay or B&B with a Gold or Silver classification, and ₹4,000 for other accommodation such as a rented flat or bungalow. Check the current fee on Goa Online before you apply.

How long does Goa Tourism take to register a homestay?

Airbnb's Goa host page says the Department gives the processing time as 90 days. You get an acknowledgement number when you apply on Goa Online, and the certificate arrives in your portal inbox once approved and the fee is paid.

Is there a government grant for homestays in Goa?

Yes, in seven hinterland talukas. The scheme gazetted on 7 August 2025 offers eligible homestays a one-time grant of ₹2,00,000 in Sattari, Dharbandora, Sanguem, Bicholim, Ponda, Quepem and Canacona, plus 50% of trade show travel and stay costs up to ₹50,000.
