Goa's Best Kept Secrets

Tourist scams in Goa: what to watch for and who to call

Updated 8 November 2026 by Ketan, Colva

The scams that cost Goa visitors most are fake villa and hotel listings paid in advance, touts selling unlicensed water sports, massages and cruises, and private bikes or cars rented illegally. Goa's 2025 law fines touting and unauthorised ticket sales ₹5,000 to ₹1 lakh. Pay only verified sellers, buy at official counters and call 100 or the tourism helpline 1364.

What are the most common scams in Goa?

The most common scams in Goa fall into four groups: fake places to stay, touts, unlicensed activities, and illegal vehicle rentals. Each has a simple check that stops it. The table sets them out with the rule or case behind each.

How do fake villa and hotel booking scams work in Goa?

They sell a stay that does not exist and take the money up front. In January 2025, North Goa police arrested four men from Gwalior and Hyderabad who, they said, had listed non-existent villas and hotels on platforms including Booking.com at attractive rates, The Goan reported. Call records suggested more than 500 people were targeted, and police estimated losses of over ₹1 crore since 2022.

The method is worth knowing. The Superintendent of Police said the gang took advances of ₹10,000 to ₹20,000 to confirm each booking, used photos taken from YouTube or from properties outside Goa, and pushed victims to pay at once by saying the property might go. Police urged travellers to verify online bookings and avoid advance payments to unverified sources.

The checks are the same whether you book on a platform or directly. Our guide on how to book a Goa villa directly and safely shows how to verify a Goa Tourism registration and a GSTIN, and direct, Airbnb or an operator compares the protection each channel gives you.

What does Goa's 2025 law change for tourists?

Touting at tourist places is now a punishable nuisance with a heavy fine. On 1 August 2025, the Goa assembly passed the Goa Tourist Places (Protection and Maintenance) Amendment Bill, 2025, PTI reported. It widened the definition of nuisance to include pestering tourists to buy goods or services, coercive sales, obstructing tourists' movement, and selling tourism services for places outside the state without permission.

Under the amended section 10, violators face a minimum fine of ₹5,000, extendable to ₹1 lakh, and prosecution under section 223 of the Bharatiya Nyaya Sanhita. The fines can be revised by up to 10 per cent every two years.

In August 2026, Business Today reported a tourism department order, issued by Director of Tourism Kedar Naik, listing 19 activities at tourist spots as nuisances and letting police and tourism officials act without waiting for a formal complaint. The list includes hiring unregistered guides or masseurs, buying cruise or water-sports tickets from unofficial counters, unlicensed beach parties, and touting by masseurs and hawkers.

How do you avoid water sports and cruise scams?

Buy from official counters in designated zones, and nowhere else. The 2025 amendment counts water sports or ticket sales from non-designated zones as a nuisance, and the 2026 order names buying cruise or water-sports tickets from unofficial counters. Season matters too. Drishti Marine said in June 2026 that coastal water sports are prohibited during the monsoon, so anyone selling a sea ride then is breaking the rules. Our Goa in the monsoon guide covers the season.

How do you avoid scooter and car rental scams?

Rent only from a licensed rental, never a private owner. In March 2025 the Transport Department warned that private white-plate vehicles and vehicles without permits are being run illegally as rentals, with a ₹10,000 fine, suspension of registration and impounding for violators, The Goan reported. Goa's Transport Director told the same paper in 2022 that only yellow-plated vehicles may be hired out as rental bikes. The Chief Minister warned that privately rented bikes, once seized, would not be returned to their owners, O Heraldo reported.

Photograph the vehicle before you ride, get a written receipt for any deposit, and expect to sign Goa Police's safe-driving undertaking. The getting around Goa guide covers the rules in full.

How do you stay safe on Goa's beaches and at night?

Goa Tourism describes Goa as a safe place with friendly locals. It advises caution when travelling alone at night or in isolated areas, and says not to visit beaches alone at night. It also describes South Goa as safe for women travellers, with the usual caution in a new place.

The sea is the bigger everyday risk. Drishti Marine has more than 450 lifesavers and beach marshals across 54 beaches, and red flags mark no-swim zones. Swim only between the flags, and never in the monsoon.

Know the law too. Goa Tourism notes that drug offences are prosecuted under the NDPS Act, with punishment from 6 months to 30 years depending on the offence. Drinking in unauthorised areas, cooking in the open and littering all count as nuisances under the 2025 amendment.

Who do you call if something goes wrong in Goa?

Call the police on 100 for anything urgent. Goa Tourism lists these numbers:

Goa Tourism says a cognisable offence must be registered as an FIR, and that you can go up to the Police Inspector in charge or the Superintendent of Police if a station resists. For online payment fraud, contact the Goa Police cyber crime police station.
