How to get around Goa from your villa: taxi apps, scooters, buses and ferries
Updated 8 November 2026 by Ketan, Colva
Uber and Ola do not operate in Goa, so groups use the state-run Goa Taxi app, GoaMiles or a villa-arranged car. Couples and friends often rent a scooter: hire only from a licensed rental with commercial plates, wear a helmet and expect to sign an undertaking. Local buses and river ferries are the cheapest way to move around.
What is the best way to get around Goa?
For a family or a group staying in a villa, a booked taxi is the easiest way to get around Goa. App-based cabs from outside the state, such as Uber and Ola, do not run here, so you book through a local app, at an airport counter, or through the villa. Couples and small groups often rent a scooter for short trips to the beach. Local buses and river ferries are the cheapest way to move around.
| Option | Best for | Cost or detail | Source |
|---|---|---|---|
| Goa Taxi app (state-run) | Groups, airport runs | Fixed-rate counter at Mopa airport; more than 1,000 taxis on board in 2025 | Manohar International Airport; Business Standard |
| GoaMiles app | Groups, any part of Goa | GTDC initiative; available across the state and at both airports | Goa Tourism; Business Standard |
| Rental scooter or bike | Couples, short beach trips | ₹200 to ₹500 a day non-geared; ₹400 to ₹1,000 a day geared | Goa Tourism |
| Motorcycle taxi ("pilot") | One person, short hops | One pillion rider, fares usually fixed, from ₹50 depending on distance | Goa Tourism |
| Local bus | Budget travel between towns | About ₹10 for 2 to 3 km; half fare for children | Goa Tourism |
| River ferry | Crossing rivers | Free for pedestrians and two-wheelers; small charge for cars | Goa Tourism |
| Mopa airport bus | Airport to towns | Scheduled buses to Thivim station, Calangute, Panaji and Margao | Manohar International Airport |
Goa Tourism's fares are from its getting-around page, which carries no date, so treat them as a floor and confirm the price before you ride.
Why are there no Uber or Ola cabs in Goa?
Because the state government will not let them in. In June 2025, Chief Minister Pramod Sawant said cab aggregators from outside Goa will not be allowed in the state, as the government consulted on its draft Goa Transport Aggregators Guidelines 2025, Business Standard reported. When the state launched its own taxi app in September 2023, Outlook Traveller noted that Uber and Ola were not available in Goa.
In their place are two local apps. Government figures quoted in the same Business Standard report put 5,000 of Goa's 12,000 tourist taxis on app platforms, mostly Goa Miles and Goa Taxi App.
How do the Goa Taxi app and GoaMiles work?
Both work like any ride app: you book on your phone and see the fare first. The differences are who runs them and where they have counters.
- Goa Taxi: the state-owned app, launched by the Chief Minister in September 2023 after a soft launch at Mopa airport. Mopa's taxi page describes an authorised counter with fixed rates to destinations across Goa. Business Standard reported more than 1,000 taxis on board in 2025.
- GoaMiles: an initiative of the Goa Tourism Development Corporation, run on technology from a private company, according to Mopa airport. Goa Tourism tells visitors to book a Goa Miles cab to any destination in the state. Its chief executive told PTI the service runs at both airports.
- MegaCabs: a radio taxi service listed on Mopa airport's taxi page alongside the two apps.
For a group of eight or more, book two cars or ask the villa to arrange a larger vehicle. Ask for the fare in writing before the trip.
Can you rent a scooter in Goa, and what are the rules?
Yes, from a licensed rental. The rules exist because rented vehicles crash more: Goa's Superintendent of Police (Traffic) said in March 2024 that accidents involving rent-a-cab and rent-a-bike vehicles were twice those of other vehicles, PTI reported. Before you ride:
- Hire from a licensed operator, not a private owner. Goa's Transport Director told The Goan in 2022 that only yellow-plated vehicles may be hired out as rental bikes, and private owners renting out their bikes face action. The Chief Minister warned that privately rented bikes, once seized, would not be returned.
- Expect to sign an undertaking. Since March 2024, Goa Police have required rental agencies to take a written undertaking from tourists that they will follow traffic rules.
- Wear a helmet. Goa's Transport Minister said in 2022 that rent-a-bike operators would have to give tourists ISI-marked helmets, because ordinary helmets are not safe. Ask for one for the pillion rider too.
- Know where two-wheelers cannot go. Two-wheelers are not allowed on the Atal Setu bridge at Panaji, according to the Chief Minister.
Cars follow the same principle. In March 2025 the Transport Department warned that private white-plate cars rented out as self-drive cabs face a ₹10,000 fine, suspension of registration and impounding, and said only permitted vehicles with black number plates should be used, The Goan reported.
Is it cheaper to take the bus in Goa?
Yes, by a wide margin. Goa Tourism says a single bus ticket costs about ₹10 for 2 to 3 km, half that for children. Private buses cover even remote villages, and the state-run Kadamba (KTC) buses run on the main routes between towns. The route is shown on a board in the front window.
In South Goa, Goa Tourism says local buses run from the Margao terminus to almost all the major villages. From Mopa airport, the airport's timetable lists buses to Margao bus stand and Margao railway station via Mapusa and Panaji, to Panaji, to Calangute and to Thivim railway station. Buses suit a couple with light bags better than a family with luggage.
How do the river ferries work?
Goa's rivers are crossed by flat-bottomed ferries that carry people and vehicles. Goa Tourism says they run from dawn till late evening, are free for pedestrians and two-wheelers, and charge a small fee for cars. It lists crossings at Betim to Panaji, Old Goa to Divar island, Querim to Tiracol, and Cavelossim to Assolna. If you stay in Cavelossim, read the Cavelossim guide for the area.
How should you plan transport from a villa?
Plan it around where the villa is. A villa inland, such as in Assagao or Moira, means a drive to the beach every day, so a car or scooter matters more. A villa in a beach village, such as Benaulim, may need a taxi only for the airport and the odd day out.
- Fly into the airport on your villa's side of Goa. The North Goa or South Goa guide covers Mopa and Dabolim.
- Ask the villa whether it arranges airport pickups and at what rate, and get it in writing.
- Save both taxi apps on your phone before you land.
- If you rent a scooter, check the plate colour and the helmet before you pay.

Questions people ask
Is Uber available in Goa?
No. Chief Minister Pramod Sawant said in June 2025 that cab aggregators from outside Goa will not be allowed in the state, Business Standard reported. Use the state-run Goa Taxi app or GoaMiles, which is affiliated to the Goa Tourism Development Corporation.
Which taxi app works in Goa?
Two local apps. Goa Taxi is the state-owned app, with an authorised counter at Mopa airport that offers fixed rates. GoaMiles is a GTDC initiative available across the state and at both airports. Government figures put 5,000 of Goa's 12,000 tourist taxis on app platforms in 2025.
How much does it cost to rent a scooter in Goa per day?
Goa Tourism's getting-around page gives ₹200 to ₹350, and up to ₹500, a day for a non-geared bike depending on the bike and the season, and ₹400 to ₹1,000 a day for a geared bike. Rates rise in peak season, so confirm the price before you take the keys.
Is it safe to rent a scooter in Goa?
It is legal and common, but take care. Goa's traffic police said in 2024 that accidents involving rented cars and bikes were twice those of other vehicles, and made rental agencies take a safe-driving undertaking from tourists. Wear a helmet and avoid riding at night on unfamiliar roads.
What number plate should a rental scooter in Goa have?
A commercial one, not a private white plate. Goa's Transport Department says private white-plate vehicles cannot be rented out. Its Transport Director told The Goan that only yellow-plated vehicles may be hired out as rental bikes. Private vehicles rented illegally can be seized.
How do I get from Mopa airport to my villa?
By taxi from the airport's Goa Taxi, GoaMiles or MegaCabs counters, or by the airport bus. Mopa's published timetable lists buses to Thivim station, Calangute, Panaji and Margao. A villa in South Goa is a long ride from Mopa, so check fares before you land.
Are the ferries in Goa free?
For people on foot and on two-wheelers, yes. Goa Tourism says ferries run from dawn till late evening, are free for pedestrians and two-wheelers and charge a small amount for cars. Routes include Betim to Panaji, Old Goa to Divar and Cavelossim to Assolna.
